Where did MLK say that it's OK to drop 2,000lb bombs on schools and hospitals and engage in siege warfare in a campaign of forced displacement?

When the US was bombing Vietnam and engaged in similar tactics that were horrifically destructive towards the people of Vietnam, he was opposed to that war and violence as well.
