The UN is a joke mostly because the US is in it, and can veto anything it wants unlike most other countries. There's no point trying to pretend about having a 'rules based order' when really what we have in the world is a US hegemony that operates solely on 'might is right'.
The fact is, the US rules the world (for now), and decides the fate of other countries. Until that hegemony is effectively challenged, there's little point in pretending to have international bodies that might be interested in cooperating - but in reality can't do anything without the blessing of the US.
Eventually, the BRICS nations will start to challenge US dominance in meaningful ways. The US is also likely to tear itself apart with internal strife in the coming years as well.
When that happens, it will be interesting to see if it still manages to continue propping up the increasingly failing experiment called Israel.
